With extensive experience in both government and the private sector, Vicki is a leader in aging, health, and well-being solutions and strategies. Her addition comes as Blooming Health continues to support social service providers and community-based organizations with its integrated platform for health and social care, while expanding its services nationally.

Vicki Shepard is the founder and CEO of Paragon Strategies, LLC, a consulting group that collaborates with business and non-profit organizations. She brings extensive experience in prominent leadership positions, successful business development efforts, and strong partnerships with stakeholder groups and government officials. She has led a Healthy Aging Coalition composed of multiple stakeholders committed to collaboration and advocacy for the aging population.

Vicki has run government and policy efforts for an array of programs, She was a presidential appointee serving at the U.S. Department of Health and Human Services, and served as Chief Deputy Director of the California Department of Aging and Long-Term Care. She held various public sector leadership positions at the local level.

Vicki is a member of the Academy of Certified Social Workers and holds master's degrees in social work and public administration. She has received numerous awards for her leadership, including the Pioneer Award from the National Association of Social Workers and recognition in the American Journal of Health Promotion’s “The Most Influential Women Leaders in Health Promotion” in 2023.
